What does it take to write the proposal for the largest aircraft hangar to be built in New England history?

A Request for Proposal defines every aspect of a hangar for a design build contractor to bid the project and it ensures that the Navy's budget is spent wisely.   What is “every aspect” of an aircraft hangar?  The requirements for every type of lighting, ventilation, bridge cranes, and column loads, just to name a few, for every room in the hangar while still allowing the contractor the freedom to create a competitive bid for a complete aircraft hangar.  The Navy was so pleased with OEST’s performance that they requested we take a team of architects and engineers to their offices to analyze the bids in response to the RFP.
